Governance Proposal Voting Announcement for ME Network Major Upgrade

Dear Meta Earth Nodes and Community Members,


To enhance the performance of the ME Network mainnet, advance the development of the Meta Earth ecosystem, refine the validation node mechanism of the Data Availability Layer (ME DA Layer), and ensure network security, we are launching a major upgrade. In the initial phase of transitioning to a modular architecture, the ME DA Layer requires a minimum of four validation nodes, each requiring a specific amount of MEC staking. Consequently, the ME DAO is officially initiating the voting process for the ME Network 2.0 upgrade and the proposal to transfer MEC from ME Hub to the ME DA Layer for validation node staking. This upgrade marks a significant milestone in the technological evolution of the ecosystem and will leverage on-chain governance tools. The voting process will be jointly carried out by zone validation nodes currently operating on ME Hub (excluding the EXPERIENCE zone node). Should the vote pass, the ME Network will automatically execute the upgrade upon reaching the designated block height, ushering in the 2.0 era.

   ○May 14, 2025, 12:00:00 – May 16, 2025, 11:59:59 (UTC+0)

2. Upgrade Time

If the vote passes, the ME Network will automatically execute the upgrade at the specified block height:    

   ○Block Height: 6,624,500    

   ○Estimated Tie: May 19, 2025, 00:00:00 – May 19, 2025, 23:59:59 (UTC+0)

3. Eligibility    

   ○All zone validation nodes operating on the ME Network mainnet (excluding the EXPERIENCE zone) are eligible to participate in the vote.

II. Core Content of the Upgrade Proposal


1. Key Points of the ME Network 2.0 Upgrade


1.1 Architectural Upgrade: Modular Layered Design

   1.1.1 Three-Tier Decoupled Architecture

       a. Execution Layer (RollApp): Sovereign Rollup chains supporting parallel processing and customizable virtual machines (EVM/WASM) for flexible business expansion.

       b. Settlement Layer (ME-Hub): Built on Tendermint BFT consensus, ensuring global state finality and cross-chain interoperability.

       c. Data Availability Layer (ME-DA): Utilizing an enhanced Celestia scheme (Data Availability Sampling + erasure coding), reducing storage costs by over 98%.

  1.1.2 Core Advantages

       a. Increased throughput

       b. Optimized storage costs

       c. Support for rapid business iteration


1.2 Tokenomic Innovation

   1.2.1 Token IntegrationMEC serves as the base token across all three layers:

      a. RollApp uses cross-chain mapped MEC-CI for Gas fees and governance.

      b. ME DA Layer uses cross-chain mapped MEC-DA.

      c. Native tokens for RollApp and ME DA Layer are eliminated; initial temporary tokens will be automatically burned.

   1.2.2 Fee Flow Mechanism

       a.Users pay only local Gas fees on RollApp; Sequencers cover cross-layer fees (ME DA and MEC).

       b.Cross-chain transaction fees are automatically converted to MEC, creating a closed-loop value system.


1.3 Key Technical Upgrade

   1.3.1 Decentralized Sequencer Network (v2.1)

   • Consensus Mechanism: Integrated CometBFT (formerly Tendermint), enabling multi-node rotation and dynamic election.

   • Enhanced Security:

       ○Staking Slashing mechanism (malicious nodes forfeit staked MEC).

       ○Fraud proofs + Zero-Knowledge Proof (ZKP) compression (Groth16 algorithm reduces Gas costs by 90%).

       ○Watch Relayer for real-time anomaly monitoring and challenge triggering.

   1.3.2 Data Availability Layer (ME DA)

   • Core Technologies:

       ○Data Availability Sampling (DAS): Light nodes verify only 1-2% of data shards.

       ○Two-dimensional Erasure Coding: Tolerates up to 50% data loss while ensuring recovery.

   • Storage Costs: Full node storage reduced by 98%, with near-zero costs for light nodes.

   1.3.3 Cross-Chain Communication MBC (eIBC)

   • Solutions for Optimistic Rollup Challenges:

        Instant Withdrawals: Market makers pre-pay user funds, bypassing the dispute period.

       Validation Incentives: Market makers earn fees while handling fraud detection.

   • Fee Mechanism: Default 1% bridging fee, with fees burned for deflationary purposes.

   1.3.4 EVM Compatibility

   • Integrated Ethermint: Supports Solidity versions 0.6.0–0.8.17, compatible with Ethereum tools like MetaMask.

   • Dual VM Coexistence: EVM and WASM contracts can interact cross-chain, bridging Ethereum and Cosmos ecosystems.

   1.3.5 DID Unique Identity Certification System

   • On-Chain Lightweight Storage: Stores only VC certificate hashes and URLs, with privacy data encrypted off-chain.

   • Cross-Chain Validation: Shared state via ME Hub, enabling proactive updates by Issuers (e.g., credit scores).


1.4 Other Key Improvements

   1.4.1 Osmosis Module Adjustments

      a. Dynamic Gas Pricing (based on transaction type and network congestion).

       b. Anti-Sybil Attack Measures (exponential Gas growth for high-frequency trading).

   1.4.2 Relayer Optimization

       a. Compatible with NMT proofs and Cosmos SDK’s Merkle proof conversion.

       b. Trustless design ensuring secure cross-layer communication.

   1.4.3 Comprehensive Security Enhancements

       a. Decentralized Sequencer (requiring 2/3 honest nodes).

       b. ME Hub real-time validation of DA commitments, reducing fraud challenge response time.


2. Key Points on Transferring MEC from ME Hub to ME DA Layer for Validation Node Staking


   2.1 Brief Overview of ME DA Layer

   • The ME DA Layer features unique data distribution, dissemination channels, and storage capabilities, enhancing ME Hub’s operational efficiency and providing additional security for network-wide data transactions and storage. It enables transaction verification and availability proofs without participating in consensus or storing all transaction data.As a vital component of the modular chain architecture, the ME DA Layer focuses on delivering verifiable off-chain data support for Rollups and multi-chain ecosystems, ensuring scalability, attack resistance, and data integrity.

Its core functions include:

   • Ensuring transaction data availability and supporting fraud proofs.

   • Providing data support for Rollup modules.

   • Assisting in asset tracking and loss mitigation during network attacks.

   2.2 Principles for ME DA Layer Setup and MEC TransferTo bolster the security, participation, and decentralized governance of the ME DA Layer validation network, long-term economic support will adhere to the following principles:

       a. Leverage ME Hub’s zone treasuries across national regions to provide sustained economic support for the ME DA Layer.

       b. Through DAO governance, proposals will be voted on to request cross-chain MEC transfers from zone treasuries to the ME DA Layer, ensuring transparency and traceability.

       c. All transferred MEC will be directly moved from ME Hub to the ME DA Layer network.

       d. MEC usage is strictly limited to staking for identically named ME DA Layer validation nodes, non-withdrawable, non-transferable, non-reallocable, and dedicated solely to block production and data availability services.

      e. Validation node names on the ME DA Layer will align with ME Hub’s national/regional names (e.g., ME Hub’s “CHN” corresponds to ME DA Layer’s “CHN”).

       f. Future adjustments to the MEC transfer mechanism will depend on the adoption scale of the ME Network and the actual validation demands of the DA Layer, with all changes to be determined through proposal voting by the node community.

   2.3 Proposal for MEC Transfer to the Initial Four Validation Nodes of ME DA Layer

   • Transfer Source: Staked MEC for the initial four validation nodes will come from the top four zone treasuries by staking volume on ME Hub (IND, CHN, ME_EARTH, USA).

   • Transfer Ratio: Calculated as 0.01% of the staking volume of these zone treasuries, with MEC cross-chain transferred to the ME DA network.

   • Proposed Transfer Amount: 552,900 MEC, with specific allocations as follows:          


   2.4 Significance of This Transfer Mechanism

This proposal aims to establish a standardized, transparent, and sustainable MEC transfer mechanism via community governance to support the ME DA Layer’s validation node system. By integrating MEC cross-chain consistency and a dynamic staking incentive model, it enhances the ME DA Layer’s operational efficiency and governance collaboration, elevating the ME Network’s overall performance and fostering the modular ecosystem’s long-term stability.

This mechanism will effectively:

   • Increase multi-national/regional participation and governance depth in the DA Layer network.

   • Strengthen cross-layer collaboration between ME Hub and the DA Layer.

   • Balance network development and resource efficiency across ME Network zones.

   • Advance the modular blockchain structure toward layered governance and system resilience.

   III. Voting Rules

       1. Options

           • Support (AGREE): Agree to execute the chain-end V2.0 upgrade.

           • Oppose (REJECT): Reject the upgrade and retain the current protocol version.

       2. Weight Calculation

           • The 40 ME Hub zone validation nodes (excluding the EXPERIENCE zone node), each hold one vote.

           • Passing Criteria: Approval votes must exceed 50% of operating nodes.

   IV. Node Upgrade Operation Guide

   Compatibility Note: Nodes must complete the upgrade before the specified block height; otherwise, they will be unable to sync with ME Network 2.0.

   1. Upgrade Preparation

       •Back up node data (e.g., ~/.mechain directory).

       •Download and compile the new version.

   2. Upgrade Process

       •Upon reaching block height 6,624,500, nodes will automatically stop and initiate the upgrade.

       •Restart the node using the new version.
