2. Details of allocating MEC from ME Hub to ME DA layer for verification node staking

2.1 MEC Distribution Plan for First 4 ME DA Validators
• Transfer Source: The required MEC for staking the initial 4 validators will be reallocated from the top 4 ME Hub treasuries by stake volume: IND, CHN, ME_EARTH, USA
• Transfer Ratio: 0.01% of each treasury’s current stake will be transferred cross-chain to the ME DA Network
• The Transfer Amount: 552,900 MEC, with specific allocations as follows:
2.2 Future Guidelines for ME DA Layer Setup and MEC Transfer
To bolster the security, participation, and decentralized governance of the ME DA Layer validation network, long-term economic support will adhere to the following principles:
a.Leverage ME Hub’s zone treasuries across national regions to provide sustained economic support for the ME DA Layer.
b.Through DAO governance, proposals will be voted on to request cross-chain MEC transfers from zone treasuries to the ME DA Layer, ensuring transparency and traceability.
c.All transferred MEC will be directly moved from ME Hub to the ME DA Layer network.
d.MEC usage is strictly limited to staking for identically named ME DA Layer validation nodes, non-withdrawable, non-transferable, non-reallocable, and dedicated solely to block production and data availability services.
e.Validation node names on the ME DA Layer will align with ME Hub’s national/regional names (e.g., ME Hub’s “CHN” corresponds to ME DA Layer’s “CHN”).
f.Future adjustments to the MEC transfer mechanism will depend on the adoption scale of the ME Network and the actual validation demands of the DA Layer, with all changes to be determined through proposal voting by the node community.
This proposal focuses on propelling the ME Network mainnet into its 2.0 phase, with core content covering modular architecture optimization, enhancements to the data availability verification mechanism, and the on-chain allocation and deployment of MEC.
